Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the presentation of a new 28-article proposal for resolving the conflict appeared – temporarily – to have been contained. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The sequence of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are waged: positive announcements are released from multiple capitals. Considerable effort is devoted on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "settlement".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting missile launches from Russian territory, a capability afforded by current data. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile aerial threats flew past – sophisticated military planes supplied to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense activated: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, probably supplied through allied countries. Every deployment creates sudden vibrations, rattling buildings. The brief panic quickly gives way to grim resignation: maybe the incoming missile won't strike its target this time, preventing destruction from catastrophe and another blackout.
Continuous Dangers
Following this, a large-caliber weapon fired at a aerial vehicle somewhere nearby, part of a rapid response unit – most likely imported technology. Unfortunately, the bullets missed the opposing UAV – it pressed on overhead toward its destination.
With pauses, this persisted until dawn. Kyiv faced the morning news: multiple fatalities, destruction and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still went about their day – experiencing conflict. But those entire period illustrated Ukraine's critical military reliance on Western support – a dependence that neighboring countries are clearly incapable to substitute in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from US administration provoked deep reactions, debate and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new approach from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually win the battle. This cycle will, no doubt, endure.
Tactical Assessments
It is convenient to criticize certain parties of consistently pushing Russian terms. But that does not seem to be the whole story. US administration works based on a premise familiar among seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The US administration believes that it is impossible to pressure the Kremlin to abandon the areas that it already controls in Ukraine's occupied territories.
The challenge is that while recognising this factual reality, US leadership does little to deter Moscow, through words or deeds, from assuming that the situation will not evolve additionally in its favour in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is close to zero. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a entire defensive failure until situations evolve in its favour.
Present Conditions
Factually, there are no genuine requirements for a truce. Now, subjective factors are coming into play: political desires to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.
These opposing factors are influencing discussions.
Assessment and Future
It took a just a single week to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all achieved their purpose.
While new plans based on established approaches are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
